Dr Pankaj Dikshit is an outstanding and distinguished technology leader with over three decades of experience in building large-scale national systems. As the Chief Technology Officer of Government e Marketplace (GeM), a Government-to-Business (G2B) e-commerce platform under the Ministry of Commerce & Industry, he is driving transformative initiatives to modernize public procurement in India, using generative AI and agentic AI.
An alumnus of the prestigious Indian Institute of Technology (IIT), New Delhi, Dr Dikshit holds an M. Tech and a Ph.D. in Computer Science from IIT Delhi. His academic and professional journey reflects a deep commitment to leveraging technology for solving complex challenges at scale.
Dr Dikshit has led several high-impact digital transformation projects, including the building (from scratch) and rollout of India’s Goods and Services Tax (GST) system, the national e-Invoice program for business transaction digitization, building the GSP eco system and also the implementation of the county-wide electronic-waybill system for commercial tax paying transporters.
His expertise now includes deploying AI and generative AI for business efficiency, technology strategy, IT governance, information security, technology risk management, and data analytics using advanced deep learning techniques. Recent use cases include a generative AI chatbot+RAG for GeM portal, text-transformer based search enhancement, conversational BI/BA and AI-assisted journeys for business, among others that he is working on.
Dr Dikshit is a recognized authority in IT and information security and a sought-after speaker at industry forums such as the AWS AI Conclave, Startup Mahakumbh, Economic Times CIO & CISO, the Data Security Council of India (DSCI), TOGAF, etc. He has received several awards (AWS, ET Digitech, DSCI) and accolades for his use of AI in GeM and exceptional leadership and contributions to technology innovation.
At GeM, Dr Dikshit has already deployed GenAI for a customer facing chatbot, now with a multilingual ‘talk’ feature as well, that responds to GeM specific queries and even creates tickets and provides their status. He envisions deploying more use cases using generative AI, artificial intelligence (AI), machine learning (ML), deep learning (DL), and decision support systems to transform public procurement. His mission is to implement his long-term technology strategy that enhances genAI and AI inclusion, automation, operational efficiency, enables intelligent automation, and transforms GeM into a global benchmark for digital procurement innovation.
